Acquired From
The Blue Skull Effigies can be found in the Necropolis protected by savage spirits. If you collect them all there is a room in the Necropolis where you will find Cremeuh Ayere, a gravekeeper. When you hand them over you will receive an Ornate Bone Shield that you may use.
The skulls are seated on pedestals, 2 on each side of the second level of the Necropolis. When you take an effigy, a Purple Ghosts or Red Ghost will appear and become aggressive.
