(#0) Muii: The Blue Chamber Collective doesn’t really believe in the death penalty. The maximum sentence is usually exile, with the understanding that returning will be met with lethal force. That’s not so, here in Harmattan. (→ #1)

(#1) Muii: It wasn’t the case even back in the old days. The ancient council of nobles felt exile didn’t send a strong enough message. So, the death penalty for high crimes have stayed a tradition here even after the Scourge, regardless of effectiveness. (→ end)
