Pigeoneye is an NPC in the Slums in Outward. He can be found seated on the rooftops of the Slums, immediately west of the Levant entrance.
Location
See this image for a picture of Pigeoneye's location. To reach him, the player can make use of any of the staircases found around the Slums which all lead to the same rooftop level. The fastest one to reach him is found towards the south-eastern area of the slums.

Pigeoneye wrote two Lore Letters which reveal many interesting details about his experience in Levant. Through these letters we learn that his real name is Patrice, and that he traveled to Levant with high hopes and expectations. Like many other travelers however, Pigeoneye quickly learned that the reality of Levant is harsh, and most new arrivals find themselves struggling for their lives, or worse. Pigeoneye finds himself as a kind of de-facto leader of the slums, handling the import of smuggled goods.
