Butcher of Men is a Quest Enemy, and a type of Immaculate in Outward.
In 
The Soroboreans DLC, the Butcher of Men is encountered as an NPC with dialogue.
Description
The Butcher of Men is a powerful Immaculate, encountered at the end of each faction quest line in Monsoon.
It is a much stronger version of an Immaculate, glowing purple and blue, and emitting sparks of lightning.
Combat & Tactics
Like all Scourge, it is weak to Lightning. It has high Stability and deals heavy Impact, however the NPCs helping (Sagard, etc) will likely kill it fairly quickly.
Like Immaculates, it has knowledge of a quick double-attack skill.
